Custom Railings in Sunnyvale, CA, Where Most Households Rent
We fabricate and install custom railings in Sunnyvale, CA, the second-largest city in Santa Clara County with 155,805 residents at the 2020 Census. Sunnyvale leans toward apartments: about 47% of its 63,239 housing units (roughly 29,800) sit in buildings with three or more units, and about 56% of households rent. Among the cities we serve, only Santa Clara has a larger multifamily share, and only 36% of Sunnyvale's units are single-family detached homes.
The stock is middle-aged. About 57% of units were built before 1980, with 18% each from the 1950s and the 1960s and a median year built of 1976. Sunnyvale incorporated in 1912, about a decade after the town swapped the name Murphy Station for Sunnyvale, and its historic core still centers on Murphy Avenue. Median owner value is about $1.8 million.
So our Sunnyvale work splits two ways:
- Property managers and associations: apartment and condo balconies, exterior stairs and walkway guards, often after an inspection report.
- Homeowners: Eichler and ranch remodels, entry handrails, stair baluster swaps and side-yard gates.
SB 721 Balcony Repairs After the January 2026 Deadline
California's SB 721 (Health and Safety Code §17973) covers buildings with three or more multifamily units and their exterior elevated elements more than 6 feet above ground that rely in whole or in substantial part on wood: balconies, decks, porches, stairways, walkways, entry structures and their railings. AB 2579 pushed the first-inspection deadline to January 1, 2026. That date has passed, so a Sunnyvale owner who hasn't finished an inspection is now overdue, and the next round comes six years after the first.
SB 721 is state law, so it applies in Sunnyvale whether or not the city publishes local guidance; ask the One-Stop Permit Center which repairs need a permit. Condo and townhome associations follow SB 326 (Civil Code §5551) instead, with inspections by a licensed structural engineer or architect at least every nine years.
Reports on older garden-style complexes tend to list the same railing items: wobbly guard posts, rust at post bases, rails under 42 inches and pickets wider than the 4-inch sphere allows. We replace those guards in powder-coated steel or aluminum, schedule the work building by building so tenants keep access, and supply shop drawings for your engineer. Call (408) 409-8723 to set up a site walk, or read our multifamily railing services page and our SB 721 inspection guide.
Sunnyvale One-Stop Permit Center and E-OneStop
Sunnyvale handles building permits at the One-Stop Permit Center inside City Hall, 456 W. Olive Avenue (408-730-7444), and inspections are scheduled at 408-730-7790. The city says all development services permits are processed online through E-OneStop Online Services, where you upload a Building and Fire Permit Application and plans for electronic plan check. Morning over-the-counter plan check appointments are available for simpler jobs.
The city's handout "Work Not Requiring a Building Permit" (revised January 2026) is keyed to the 2025 California Building Code and warns that its list is not all-inclusive. Small, low, freestanding decks are typically exempt, but balconies and attached decks generally are not, so confirm with the One-Stop Permit Center before you count on an exemption. We prepare the guard elevations, post-anchor details and code notes for the upload.
Eichler Tracts and Single-Story Neighborhoods
More than 1,000 Eichler homes were built in Sunnyvale between 1949 and 1972, according to the city's Eichler guidelines as quoted by the Mercury News. The city publishes Eichler Design Guidelines and a separate Eichler Window Replacement guide, and several tracts have sought single-story overlays. Dartshire-Devonshire and Rancho Verde got them earlier, and in April 2017 the Council rezoned 29 homes between the Sunnyvale East Channel and Flamingo Way, including Firebird Way, to single-story. Fairbrae residents went through the same process.
Two-story privacy is the hot-button issue in these tracts, so most Eichler railing work stays at ground level: entry step rails, atrium and patio edges and low planter guards. We use flat-bar steel, slim square posts or horizontal 316 stainless cable in matte black or a muted tone, so the railing reads as part of the post-and-beam frame. Ranch houses outside the Eichler tracts get the same 42-inch guards and 34–38 inch handrails with more traditional pickets. The city is also replacing its 2003 Single Family Design Techniques with Lower Density Residential Objective Design Standards, so we check the current version before you submit.
Murphy Station and Sunnyvale's Heritage Rules
Downtown's Murphy Station Heritage Landmark District, bounded by W. Evelyn Avenue, S. Sunnyvale Avenue, Washington Avenue and S. Frances Street and split by S. Murphy Avenue, was designated in 1980 with its own design guidelines, later updated in 1994. Historic Murphy Avenue's 1920s and 1930s storefronts sit inside it.
Under the city's heritage chapter (SMC 19.96), a material change in the exterior appearance of a heritage resource or district needs a resource alteration permit, and the code's definition of exterior architectural features includes walls, fences and steps. Ordinary maintenance that doesn't change design or material is not restricted. Repainting an existing iron rail in its current color is likely maintenance, while swapping a wood stair rail for steel is a change to clear with Planning first. The zoning code also has a heritage housing combining district for older residential blocks under the same chapter. For storefronts and restaurants that need code-compliant rails at steps and ramps, see our ADA and commercial handrails.
Bay Air, Creek Soils and a Mild Climate
North Sunnyvale runs out to the bay at Sunnyvale Baylands Park, which pairs more than 70 acres of parkland with a 105-acre seasonal wetlands preserve, near the former salt ponds of the Alviso complex. Homes near the baylands get damp, salt-tinged marine air, so we specify hot-dip galvanizing or zinc-rich primer under powder coat, plus 316 stainless for cable fittings, instead of bare painted steel.
Bay breezes keep north Sunnyvale cool. The NOAA station at Moffett Field, next to north Sunnyvale, averages a 76.9°F July high and only about 9 days a year at 90°F or more, roughly 8 degrees cooler than Los Gatos. Rain still all but stops from June through September, so wood rails dry and loosen here too.
Wildfire zoning isn't what drives material choice on Sunnyvale's flat valley floor; ground shaking is. USGS liquefaction maps for the northern Santa Clara Valley cover Sunnyvale and predict liquefaction mainly in young levee deposits along the major creeks. We favor engineered post anchorage and welded connections on those soils. Fire service here comes from the city's own Department of Public Safety, a combined police and fire department, rather than County Fire.

FAQ
Questions, Answered
Straight answers on cost, code, permits and materials. Still unsure? Call and ask.
Does SB 721 apply to my Sunnyvale apartment building?
It does if the building has three or more units and has balconies, decks, stairs or walkways more than 6 feet above ground that rely substantially on wood, railings included. The first inspection deadline was January 1, 2026, and re-inspection follows every six years. Condo associations follow SB 326 instead.
Do I need a permit to replace a railing in Sunnyvale?
Usually, for balconies and attached decks. Sunnyvale's "Work Not Requiring a Building Permit" handout says its list is not all-inclusive, and small, low, freestanding decks are the typical exemption. Permits are filed online through E-OneStop, and the One-Stop Permit Center at 456 W. Olive Avenue can confirm your case.
What kind of railing suits a Sunnyvale Eichler?
Low, minimal steel or horizontal stainless cable in matte black or a muted tone, with slim posts and no ornament. Sunnyvale publishes Eichler Design Guidelines, and some tracts have single-story overlays, so most Eichler railing work happens at entries, patios and atriums.
Will a steel railing rust near the Sunnyvale baylands?
Bare painted steel will over time in damp, salt-tinged bay air. We use hot-dip galvanizing or zinc-rich primer under oven-cured powder coat, 316 stainless for cable hardware, or aluminum, which doesn't rust.
